On the Pacific side you have to go well south of Puerto Vallarta to get warm water in the dead of winter (Dec, Jan, Feb). PV has cold water in Dec, Jan from what I hear. I think the Pacific side water starts getting warm maybe around Zihuatanejo right? I was just in Costa Rica in late January and the Pacific beaches water were all very wonderfully warm. Much, much warmer then say San Diego gets in late August (which is still too cold IMO...IMO San Diego's water NEVER gets warm enough for swimming).

San Felipe, Baja California(very safe) is your best bet if you live in Socal. But dont plan on going July-Sept if you cant tolerate high temps with some humidity.
