No its very true, the same is said for Cleveland too. Cleveland would have a much denser skyline too if it wasnt for the bedrock. Cleveland almost built the 1,200 foot Ameritrust Tower back when Key Tower was getting built, you have to also realize costs too. Going all the way to the bedrock is expensive.

Density? Milwaukee has a great skyline, but it lacks a lot of density. You could find some dense shots on street level, but from the lake and other points of view, its hard to find good density.
