If you want a no frills rooftop with excellent downtown and Lake views with bar open in summer, ...none other than the Comfort Inn on State Street(formerly the Park East Hotel). It's worth a trip with a group. It's not a place to meet people and it isn't upscale.(just thought I'd throw it out there since Hotel Metro was mentioned) But the views are great. It's about 6-7 stories up.

a few more to see the changes
The Pfister & Vogel Tannery came down this last year (as depicted below) and this summer new apartments, condos and retail will go in its place.
The Beerline has seen numerous new developments go up in recent years.
And the Milwaukee Public Market opened a couple of years back.

That pic contains the house that I lived in while I was in Milwaukee. This pic was taken on 51st blvd, near Concordia, correct?
