You would be able to get to many places with a decent mountain bike.
From South Mpls., from Golden valley, from E St. Paul and most places in between.

You'd be able to get to Afton Alps, St. Paul, Golden Valley, Wirth and any other Parkways with the lakes, (Then you would not have to pay parking fees,) Minnehaha (sp) Falls, (parking fees??<) The U, Riverside, Plymouth, Richfield, moa, Crystal, Uptown, Loring Park, anywhere along the river, Fort Snelling, all over even in the winter time.

You would'nt really need a vehicle to get around, or you can take a city bus, but get a car if you do need one, but if you can get a nice mountain bike they sure are nice to have also.

Of course just a bike getting around is sort of limited, if you get a job far away somewhere, or even nearby.

There are plenty of day labor services also that send you out on jobs

From a pure transportation standpoint I'd try to stick somewhere within easy walking distance (however you define that) to Lake Street, and between Hennepin and Lyndale. That way you could have easy access to the most bus lines possible as well as could get to pretty much everything you need, amenities-wise, by walking. With three people you're probably best off looking for a duplex or triplex situation, as the apartments tend to be smaller (assuming you're looking for a 3BR); those tend to be advertised on places like Craiglist, as they often aren't owned or managed by big companies. The Wedge (aka LHENA, or the Lowry Hill East neighborhood) is a great location, although it can be loud in some areas. Parking is also tough there, but if you rented a place in a duplex you'd have a better shot at least having some off-street parking. CARAG (south of Lake and of the Wedge neighborhood, also between Lyndale and Hennepin) is generally a bit quieter and has more parking than does the Wedge. It's slightly less convenient on the bus front than the Wedge, but that might just mean potentially having to walk an extra couple of blocks to the transit station.

Check out Highland Park neighborhood, St Paul. Lots of reasonable priced apartments around St Kate's campus and Highland Village. Very easy to get to Mpls and MOA via light rail (3 buslines go to 46 St Station) or by the express bus which runs up Cleveland Ave. Also, easy access to downtown St Paul via the 74 line (the one I use to commute to my job). There's another express line that goes to the UM campus, if you wind up with a job there. Highland Park is almost dead center in middle of the Metro area, so your roommates would be centrally located to jobs in the burbs, too. Good luck!
