NorthStar Soul: The African American Guide to Minnesota . I went there and saw 6 listings for black barbershops in the Twin Cities area alone. They also give listings for black businesses in other parts of Minnesota outside the TC (Duluth, etc).

Selby Avenue in St. Paul
Small salon in St. Paul on Selby and_____ can't remember cross street, possibly Victoria. Hair Stylist Owner Ilka (originally from New York) does everything - relaxers, wash and sets, braids, extensions... The prices are moderate to high. The hair products used are quality. The salon is very clean, comfortable and elegant. Her work is excellent and she is a gracious host offering you free coffee, tea or bottled water and taking your coat when you enter. You will not wait a moment, your appointment time will be just that - a total professional and fun to talk to.

There is an excellent hair stylist at Colfax and Broadway. They are fast and reliable. The only down side is that the stylists talk waaaaaaaaaaaay too much to each other and tend to ignore the customer.
