Since the Verizon Tech i spoke to seems confident enough that DULUTH is a covered digital area (V-Cast etc.), i expect that's worthy of acceptance.

Per Verizon, USA City towers will offer the best RF coverage with the only shortages being some rural areas, which i already experience in rural SW Indiana now, although very minute sections and rare even here.

I have At&t.
I have never had a problem.
Few spots in Deep rural areas cut out, but thats a rareity.
