I'd call them up to get the whole story, as Chinburg manages a number of properties in the area.

How much should I be paying for 2 bedroom apartment ? Should be paying more than 1700 ?

I just need 2nd bedroom as a guest room. Also I may look into buying in future too

Exeter rent is more than manchester that's what it seems like

If you want to live in a more desirable place, the odds are that many people will agree with you, and higher demand typically drives higher prices. So it is here. Exeter is considerably cheaper than Portsmouth, but it's not going to be the same as Manchester. As far as market rate, you can assess that as well as I while you look at what's available.
