How hard is it to get into with a bachelor's in criminal justice, native second language (Russian), but little relevant experience?
They don't or do deal with petty crime, such as regular police, for example NYPD?
Are they basically a protection force of the major strategic places like bridges, tunnels, WTC, etc?
Are they considered prestigious? (not very familiar with local agencies, since I have recently moved here)
Any other related info would be appreciated.
You could go to their headquarters, there is one in Fort Lee NJ, and inquire. A friend of mine just graduated with his Bachelors in CJ as well, and he tried to apply there, but they were not hiring. They are one of the few agencies that didnt suffer as many cuts as other departments because they are so vital. They patrol all the ports, bridges, and tunnels, and all points of entry into NYC (like bus stations), not the WTC. They patrol on both the Jersey and the NY side, as well as on the Philadelphia side at the port over there. They also patrol Port Newark.
Port Authority security is one of the easiest, most overpaid jobs in the entire country. It's not prestigious, but who cares when you're taking home nearly six figures to mostly stand around all day?
It's an amazingly good gig if you can get it. You probably can't.
I worked at the Starbucks in Fort Lee for 5.5 years, right off the bridge. The PA cops used to come in to get coffee and apple fritters and stuff, and one morning one of the cops who I knew was telling me about the jumper they had the night before, and I looked up to say something and he had whipped out his phone to show me a picture, of the poor son of a ***** who jumped, and his broken face and brains all over the rocks. So screwed up. I was so jammed up for the rest of the day. I could never deal with that kind of stuff...

They take to long to respond, don't seem to respect the rules and think there higher then the JCPD and they don't know what to really look for.
Sounds like I'd be a good fit! LOL
So are you suggesting JCPD instead? How about NYPD then?
