Mayor Bloomberg is giving another briefing. He mentioned that all HOV restrictions will stay in place today until midnight and tomorrow/Friday from 6AM to midnight. He also said there are crews from as far as away as California to help restore power. City parks and playgrounds should reopen by 8AM on Saturday and he asked that people stay away from them until then. Also stay away from the beaches as they may be polluted until further notice. The city's water supply is safe. The Staten Island ferry should be back to a full schedule on Saturday.
Members of the National Guard are distributing food and water to the hardest hit areas of the city (Coney Island, Staten Island and Chinatown, I believe). NYC Public schools are expected to reopen on Monday. AT&T is sending pod trucks to help people recharge their phones.
On NBC, they just said the power should be restored in Lower Manhattan by Saturday except for buildings that flooding in their basements damaged their electrical systems.
