Huh...I grew up in Queens and have lived my entire adult life in Brooklyn, and I've never ever heard anyone say they were going "uptown" when they were going to the Bronx. They just say they're going to the Bronx.

Most people I know from BK and Queens refer to the Bronx as uptown and any part of Manhattan as "the city".
I think most Manhattanites would consider uptown to be, like, the upper east and west sides. Harlem is Harlem, the Bronx is the Bronx. "The city" is, of course, Manhattan.
This is extremely subjective so there is no right answer. Personally I consider Harlem, Wash Heights and Inwood to be Uptown. I don't count the Bronx in there.
But there are people in the Bronx that refer to the Bronx as Uptown. I don't know if they consider the aforementioned neighborhoods as Uptown also.
The reason that the Bronx was, and for some, still is, "Uptown", is because the Bronx was part of New York County from 1873 to 1914, and, until recent years, had a "New York, NY" mailing address.
In 1873, the City and County of New York annexed the "western" Bronx (all or parts of the Town of Kingsbridge, the Town of West Farms and the Town of Morrisania; or, in other words, the area west of the Bronx River and south of the City of Yonkers) from Westchester County. This annexed area was initially called the "Northern Annex".
This was followed in 1895, when the City and County of New York annexed the "eastern" Bronx (most of the Town of Westchester and portions of the Town of Eastchester and the Town of Pelham) and in 1896, when City Island was annexed too, from the Town of Pelham in Westchester County as well.
When NYC created the 5-borough system in 1898, the Borough of the Bronx shared New York County with the Borough of Manhattan, and it wasn't until 1914 that the Bronx County seceded from New York County.
My personal preference is that Uptown is anything north of Midtown (in other words, anything north of 59th Street).
