I love to read about that. Considering the AirTrain didn't open until 2003- the city / state historically has a big middle finger to those who travel to the airport.
The other point to factor in is where in Manhattan. Yorkville and above on the East Side definitely LGA and the M60. East Side it's a wash and downtown JFK (but use the Howard Beach A) and then West Side JFK (via the LIRR) or EWR.
Yeah it's going to be a headache until it's finished...I just figured maybe things improved over there. I guess not.
It's the biggest P3 project ever in the US, rebuilding a terminal plus the construction of other airport projects like the garages and the new chiller plant on constrained land while keeping it operational. It took three competing teams, millions of dollars and a couple of years just to come up with possible designs and logistics before the new terminal operator was selected to do the rebuild and operate the terminal for the next 35 years.
Just think of the job the new terminal operator has trying to nail out terms with the airlines while this is going on. Nobody likes to give up gates, but some will have to be closed and reopened systematically to get the work done.
If you are arriving on the weekend you can purchase a dity ticket on the LIRR (purchased at the kiosk of course) for $4.25. 18 mins from Jamaica to 34th street.
If you're talking about a winter trip, then take the JFK route. Waiting for the bus outside is not a good idea. From JFK you don't have to leave the indoors to get to the subway.
