We already have orphanages run by ACS. They have an entire social network of schools and planning departments. These are licensed, paid professionals.
Alternately there are religious institutions such as the Catholic diocese which runs its own orphanage programs and schools. They get supplemental funding from the state.
Everything I proposed so far is already happening and practical. Separating children from junkie parents happens all the time and is a determination made by social workers. What exactly is your solution? Keep children under abusive or incompetent parents so the cycle of addiction, mental illness, crime, and drug abuse can continue?
If you look at history there were examples ranging from the USSR, Victorian England, and present day countries like China and Cuba where homeless kids would be sent to state orphanages and then given a military or vocational education.
