I think Hispanics are big into taking pictures at wakes.

I also have seen an hispanic family having a picnic at a recently buried relatives grave. Found that weird.

As has already been said, different people grieve in different ways. So the behaviors you described, especially the first, aren't weird at all.

Your concerned about etiquette? Well, if that's important to you at a time of grieving, my take would be:

If they are not being rude, disruptive or hurtful, then it's O.K. Actually, their actions showed that they cared about the person. What's more proper than that in that setting?
