I believe you are correct. It's not always lower income individuals who use drugs. Higher income individuals also use drugs; I think some of them try to hide it more especially if they're famous.
This is an impossible request. It is like saying, I want to live where the sun doesn't shine (i.e. Seattle or London). Every city, every county, everywhere, has an area with higher drug activity, and lower activity. There is no way to paint a broad stroke on one specific town.
Because we could all hypothetically agree on one town having very-low "drug amounts". But if y'all met the ONE bad cookie, then it doesn't matter anymore. Same thing with moving to a larger city.
It sounds like you need help picking a specific place within a city to live. So first, decide on a city. Then people can advise on where to live and not live.
Yeah, I think the OP would do better in North DAKOTA than North Carolina.
