I would assume if anything LAS VEGAS would be the Paris of the Southwest.

Tulsa can. It's right at the divide between midwest, south and the plains. A lot of it's original founders were elites from the midwest and east. Strange mix of culture in Tulsa.

My Grandfather came from Paris TX......

Yes, indeed. Good call. Maybe South-Central would be a better moniker Tulsa and Oklahoma since Memphis is the heart of the Mid-South.
