They can but some banks dont open accounts for undocumented folks.
The banks that do accept conseular id to open accounts. Here's a list of banks who do and dont.
They have a great history in San Francisco, however they are no longer based here and I have heard nothing but horror stories about how they treat their customers nowadays. My parents abandoned them in favor of Bank of the West after one too many faux pas. In spite of their omnipresence here, I will not do business with them.

Maybe all banks can but not all banks do. Only communist BOA does.
I dare you to walk into any bank and try to open any type of account without having an SS#. I dare you. Your govt would not want you to earn interest without them knowing about it and the SS# is their way of keeping track so they know how much to double tax you on that earned interest.
From Alanboy's link it appears many do provide banking services for the undocumented. Again, it is not illegal.
