Mesa is now claiming this was a "1,000 year flood event" and residents are sueing them for poor planning.

The question that I have is "has this neighborhood flooded before?". Not just a minor event like we see all over with water running down the streets but standing water flooding?
If not then I'd guess they've got little to stand on.
I'd also wonder, if in fact flooding was a concern why didn't the residents who had that fear prepare for the possibility? My first impression is angry people looking for someone to blame for mother nature's actions.
