How does the heat in the Phoenix summer compare to the Southeast humidity in the summer?

Much more heat, but very little humidity (so your perspiration actually evaporates!)

I will take the Phoenix heat because after the sun goes down, it's tolerable but not so in Florida for me. Either will suck the life out of you without ac during the day.

It depends on one's tolerance. Florida's humidity is nothing to laugh at - however, the almost daily afternoon thunderstorm cools things down, even if the humidity doesn't change much. AZ's heat is relentless - it's HOT and it doesn't cool off til the sun goes down. Personally, I prefer the Florida weather. But I don't think that one is necessarily better than another, just what a person can tolerate better.

Some days are the exception, though - back when I still lived in my apartment, I had one day when I'd walked to work, and it was so humid that when I got there, some co-workers thought I had run through a sprinkler. (and this was within a distance of less than a block)

it doesn't compare. What are you trying to compare about near max humidity ocean air to minimal digit desert air?

Either will suck but I can't take near 100% humidity. Don't be scared homey! 209!
