Isn't that typical? nobody knows about the feces. Philadelphia has been spending a good amount of money addressing that problem usding "green" technology, essentially preventing overflows rather than trying to treat it all. prior to all that though, the only answer people thought of was to build more treatment capacity which is just not in the budget for cities like philadelphia and pittsburgh which have systems that predate all these rules. btw, what's happening with pittsburgh's plan?

No, the rich people left. Richard King Mellon might have done so as well as his wife was saying that she couldn't live in Pittsburgh anymore. But rather than washing his hands of it and leaving, he did something about it.

I meant the sort of ordinarily-rich people who do civic stuff - lawyers, doctors, and general East End usual suspects. It is a very effective way to solve some environmental problems (e.g. those that are close to nicer areas or involve charismatic megafauna), but it isn't going to solve a big problem without first creating a government body to provide institutional support.
