You misunderstand how it works.. The local community helps to build a football stadium, in the same manner they help to build arenas and convention centers all over this country.. The activities held in these locations are then profitable, and thus able to fund money back to help ALL students. How do you think many of the activities in schools are funded nowadays because its not taxpayer funded anymore.

When I had my football game, we turned over nearly $50K per game into the local community, and this is in addition to the money we spent to fund game and the centers we held games in.

Stadiums are from the local community taking out loans.
That is not state nor federal money.
The well to do school districts spend much of their money through school bonds and higher local taxes.

Yes, Texas does love it's high school football.

Ok, even worse. I thought schools were about educating people not creating professional sports stadiums. I guess that's how they roll in Texas.
