If we're going to mandate anything, we should mandate cafeteria style benefits where people can buy what they want. Want 2 extra weeks vacation? Then give up two weeks pay. My former employer had a plan like this. I could buy 2 weeks extra vacation or better benefits if I wanted to pay the bill or I could take what they offered and keep my money.
