Its a million or so more dollars than the method they have now.
I thought this thread was about RFID chips in student ID's and not the TSA, NDAA or Patriot Act?
You don't find the TSA, NDAA and Patriot Act to be (at least) somewhat Orwellian?
You had yours first, I did a simple search for a RFID system to track about 30,000 "objects" in a the average size of a school. Comes out about 30 to 50,000 dollars.
Well, he's wrong about the cost of the RFID system. Even some of the most expensive solutions now are about 100,000. Now, about 10 years ago, they were close to a 500,000 per system, but as technology has improved, and materials have gotten better, and mass manufacturing has taken place, the price has come down by a factor of 5 or so.
So he is either reading the wrong materials, or is using decades old figures.

Or the school is since they are spending over $500K on their "pilot" program.
The district plans to spend $525,065 to implement the pilot program and $136,005 per year to run it, but it will more than pay for itself, predicted Steve Bassett, Northside's assistant superintendent for budget and finance. If successful, Northside would get $1.7 million next year from both higher attendance and Medicaid reimbursements for busing special education students, he said.
So again, you're wrong, in fact, should get the school an extra 500,000 or more a year.
