Yes he does. The 14th Amendment requires the Government to preserve the full faith and credit of the United States. By refusing to raise the debt ceiling, The Republican Congress would be bringing America's credit into question which is unconstitutional. The President could invoke the 14th Amendment and fight it out with the Republicans in the courts (if they go that route) or he could just go Platinum.
So now its your argument that almost 100% of the debt under Bush, was due to the wars, and he would have had surpluses otherwise? Who the hell you trying to kid?

The 14th amendment requires CONGRESS to preserve the faith and credit of the US, NOT THE PRESIDENT.. And the 14th amendment is a Contract between the states, and the federal government, NOT THE PRESIDENT.. Congress could simply pay THE DEBT PAYMENTS, and NOT BE IN DEFAULT..

This argument will continue to go full circle unless you educate yourself. Even with incoming revenue, the Government cannot use any more money beyond what is authorized by Congress... even if it is to service our debt. Congress has to authorize any use of money above the self imposed debt ceiling by raising the ceiling.
Unbeknownst to you, what you are advocating is for President Obama to invoke the 14 Amendment option and simply continue to service the debt even if Congress refuses to raise the debt ceiling. I would certainly support that option if push comes to shove as I believe the President should use all powers at his disposal to preserve the full faith and credit of the United States.
So I believe we have found some common ground here, even though that is not what you intended.
