I don't recall ever saying people making $28 an hour need government assistance. My position hasn't changed since the beginning, maybe you are just confused.
That would depend on the person, but if you Google cost of living, there are plenty of good sites that give you a breakdown of what you are asking.

If someone works 40 hours/week for 50 weeks on that wage, that's a 30,000 salary. You can bet that all other salaries will be going up to. A starting accountant in Seattle might make 46k or something like that with a master's degree which is total BS.
