I thought that is what is happening now, at least for the poor, it's called welfare.
Welfare discourages self improvement. Given no better options for these people its a great program. But I would argue that a guarenteed income would go far further towards providing motivation to better oneself.
Right now...if you are on welfare, and get a job you can make the same amount, receive no benefits, and have your housing and food put at risk by being laid off or fired. Plus less free time.
Guaranteed income would open up the possibility that working would be a net benefit instead of a break even high risk venture.

I would rather see that money go towards free higher education and trade school education.
I'm onboard provided it's a one time grant for every American without any government strings attached so the political class can't manipulate the program for their own benefit.
