Passing a Budget would be a great start.
That is something the Republicans have not done since 1998. Even when Republics controlled both houses of Congress from 1999 to May 2001, and again from 2003 through 2006, they only passed Continuing Resolutions, Omnibus, and Supplemental spending bills - no budget. It is one of the reasons why Republicans lost so badly in 2006 and again in 2008.

Neither political party has passed a budget (meaning all 13 appropriation bills) in 16 years. Furthermore, the majority of the Continuing Resolutions, Omnibus, and Supplemental spending bills passed by both parties since 1999 have been with veto-proof majorities.

Agenda? To broker power, the same agenda as the Dems. The only positive out come is that it will put additional pressure on Obama to justify any every Veto. As it stands Obama enjoys the Reid buffer zone. Another possible outcome is that the Dems might feel the need to compromise and show that they are willing to work it out rather than stalemate constantly. The GOP will be left needing to explain why they couldn't have done the same when the tables were reversed.

Both are ultimately failures.

Democrats gave a lot of lip service to it under Bush and looked the other way under Obama. Republicans did the same sort of thing prior.

The following debt history shows national debt growth from Carter to Obama. Notice how every republican inherits a low national debt growth rate, and then makes it shoot up. Then notice how every democrat inherits a high debt growth rate and then brings it down.

Congress technically passes the budget.

If you look at congresses during your same time frame, Democrat congresses add four times as much debt per session as do Republicans when a party has control of both houses.

Both parties add to the problem.

Oh, did you know that the national debt rose by $1.1 Trillion in the Fiscal Year for 2014? No, you didn't - Obama fooled you and the MSM.
