You're partly right because the $1.70 per passenger mile cost of bus was from one particular agency here called Sound Transit. An average of six other agencies was 85 cents per mile. This was a study from 2000-2007, so costs are now doubtless higher.
The per passenger mile by car was taken from AAA data. You can see it here. It was actually 36 cents, not 37 as I said. The number was from 2010, so it would be slightly higher now.
Even with the lower 85 cents figure, the cost by bus is more than double the cost by car. And buses do much more damage to the roads due to their weight. If we could factor that in, the numbers would be even worse.
And this is typical of all gov't owned/operated enterprises. Amtrak requires a subsidy of $35 from taxpayers every time someone steps on board. Is GM the New Amtrak? - The Daily Beast

As pointed out you can travel anywhere in Seattle for $2.50. That about 25 cents a mile or less.
Cars cost 56 cents per mile according to federal car reimbursement.
