I fully support legalization of pot & alcohol for anyone 18 and over who has graduated from high school. Jails are far too full of people locked up for simple possession. This is completely irrelevant however to the point I made. Please try reading it again and maybe you will get it. I might be wrong but I'm pretty sure that all public schools in the USA have a no tolerance policy towards drugs and alcohol. For good reason.
Thus, it's no small matter, as it was being made out to be, if someone chooses to violate those rules and speaks to how they are being raised and what is being taught to them as priorities. IMO, good parents don't let their kids consume pot & alcohol. They can choose to do that or not when they move out on their own.
Parents might not be aware of what their child is doing.
They aren't with them 24/7.
Having 3 myself, I've learnt long ago, never to say never, for one really doesn't know.
Thankfully all grown adults now and not one scrape with the law.
