I was being facetious.

But you could always count on Clinton to make room in his busy schedule for a side order of sexual harrassment.

And we can always count on Hillary to put up with it.

Default Did Bill Clinton drop the ball during the Rwandan genocide?

There's nothing Clinton (or anyone else) could have done then or could do now to make Africa grow up and stop behaving like paleolithic savages eager to kill one another over silly tribal rivalries.

If they ever do mature, they'll have to do it themselves.

Africa is continent made up of over 50 nations. The entire continent is not and has never been simultaneously at war.

It's time to drop that paleolithic savage-like approach to cultures different from your own.

Well, maybe Clinton's actions in Somalia and former Yugoslavia answer the questions asked in the OP. What would they do? If history was to repeat itself, they would resort to military force.

What would Rand Paul do? Probably the same thing, regardless of his comments about non-intervention.

I'm not even sure how to respond to that.

So you send in a Light Colonel and roughly 1000 soldiers, and they'll stop Act VI or so of a large scale tribal affair? Let's say that's roughly one pair of boots per 10,000 people, I suppose you could stick one serviceman in each large neighborhood or medium sized village.

It would be darned hard to disarm the place (well, in a sense, Hutus gave it a college try), so I'll throw out my best guess on how to calm down the continent in trouble spots...deindustrialize (or more properly, detransportize) it. By that I mean cut off fuel supplies when needed. If tribe A feels the need to go decapitate everyone in tribe B, taking away the ability to easily group together and/or transport yourself to somewhere else becomes a lot more difficult if everyone has to walk. By about noon, the posse might get tired and just go home.

I'd say that the demographic timebomb (I wish there was a stronger word than 'timebomb') that is Africa below the Sahara is probably going to have to be cordoned off at some time in the future in order to save the rest of the world. There's nothing to be done about it, and the area's ability to export trouble is unparalleled in history.

You don't stop it. It is not our fight. You go in on the far outskirts, with disaster type aid and help those that need help. You only hold ground long enough to bugout. You don't pick sides either.

Like two friends fighting, you let them know, "if you damage my car in your squabble, I'm going to kick both your asses".

You make friends. You have to payoff your enemies, so they will be your allies.
