We already had troops dying in Africa. Remember Somalia, where we tried to be the world police? Rwanda happened right at the same time when the Black Hawk went down, and we were pulling out of Somalia. The same year we put boots on the ground in former Yugoslavia and became the world police there. You think it's about Paula Jones? LOL

Africa is continent made up of over 50 nations. The entire continent is not and has never been simultaneously at war.
It's time to drop that paleolithic savage-like approach to cultures different from your own.

Well, maybe Clinton's actions in Somalia and former Yugoslavia answer the questions asked in the OP. What would they do? If history was to repeat itself, they would resort to military force.
What would Rand Paul do? Probably the same thing, regardless of his comments about non-intervention.
The United Nations dropped the ball. The USA is not the police of the world and should stop acting like it. We need to close the international military bases unless those nations are willing to pay for our services.
The US has closed a number of bases and posts abroad. However, that will not stop it from going where it has an interest. That is the approach these days, sadly

That said I do believe that there are times when the US and other Nations should act to stop acts of genocide being committed and in many cases it would not involve the us of massive armed intervention, with Rwanda I believe we could have sent in a Battalion of Marines or Army Airborne and stopped the killing simply by our presence there..

So you send in a Light Colonel and roughly 1000 soldiers, and they'll stop Act VI or so of a large scale tribal affair? Let's say that's roughly one pair of boots per 10,000 people, I suppose you could stick one serviceman in each large neighborhood or medium sized village.
It would be darned hard to disarm the place (well, in a sense, Hutus gave it a college try), so I'll throw out my best guess on how to calm down the continent in trouble spots...deindustrialize (or more properly, detransportize) it. By that I mean cut off fuel supplies when needed. If tribe A feels the need to go decapitate everyone in tribe B, taking away the ability to easily group together and/or transport yourself to somewhere else becomes a lot more difficult if everyone has to walk. By about noon, the posse might get tired and just go home.
I'd say that the demographic timebomb (I wish there was a stronger word than 'timebomb') that is Africa below the Sahara is probably going to have to be cordoned off at some time in the future in order to save the rest of the world. There's nothing to be done about it, and the area's ability to export trouble is unparalleled in history.

You don't stop it. It is not our fight. You go in on the far outskirts, with disaster type aid and help those that need help. You only hold ground long enough to bugout. You don't pick sides either.
Like two friends fighting, you let them know, "if you damage my car in your squabble, I'm going to kick both your asses".
You make friends. You have to payoff your enemies, so they will be your allies.
