Ryan as well as his predecessor refuses to allow a vote on the Senate Immigration Bill. Simple reason - it would pass. So who is obstructing and refusing to compromise?

That remains a problem. A majority of the Republican caucus is unwilling to compromise even though a deal acceptable to the house as a whole is available.
