You guys simply don't seem to get it. The Secretary of State is not a grunt. The Secretary is not bound by grunt regulations.
Talking points for instance are certainly an internal State Dept document and can be classified anyway the SofS wishes. The decision to send them non secure is well within the Authority of the SofS

Present the evidence.
Press charges.
Take her to trial.
If convicted, sentence her.
