Have you ever heard of plea agreements. Trump decided to fork over 25 mil to avoid a trial. That's for all intents and purposes a guilty plea.

His phony "university" (which is Donald Trump) was charged with fraud, so, yes, Trump was charged with fraud.

Well, no. Donald Trump was not formally charged with fraud.

But yes he needed to make those people whole, and he did.
