I worked in a hospital which was run by blacks and was eventually closed down due to the abuses inherent in the cultural "norm". It was not infrequent for the administrators and nurses to turn off patient alarms and go to sleep. Dozens of patients died and eventually the hospital was shut down. The resulting investigation won the Pulitzer Prize for the L.A. Times.
This is no different. The black culture feels entitled to do whatever they want from the ghetto to the President's office. They think of it like their living room and they can do anything they want.
