At this point? I don't know, but the final scenario needs to lead to stability. If I was putting on my strategic divide and rule hat, I would say heavily support Kurds and Turks as a counter balance to ISIS, Hezbollah and Iran.

That sounds like a reasonable plan to me. Kurds have been excellent at combating terrorism.
The problem is the Turks and Kurds do not get along.
Not even in the face of terrorism and a massive refugee crisis? Turks and Kurds are often the victims of terrorism from other religious groups in the region.

That's perfect for the divide and rule strategy. The key is that one party can never become too strong and without adequate counterbalances. Ultimately you want to breed stability and security, terrorism is hard to breed under those conditions. What terrorists want is chaos and power vacuums, ala Iraq and Afghanistan 2003, the Arab Spring and Somalia.
Doesn't prove anything yet, but if it turns out that muzzies started firing, this once-promising bit of news is going to sink like a stone and never be mentioned again by the legacy media.
I read that the gunmen were in custody but there is no information on them or the motive. That seems odd.
