An important point to make here is that these funds don't go to the "police" as a whole, but instead are given directly to the department that made the bust. They use the money to buy more cars, vests, guns, etc., so that they can find even more victims. With that sort of direct incentive, it has turned them into rabid dogs. Justice has absolutely nothing to do with it.
It also offers an excellent way for individual officers to steal money. Officers take the money out of the vehicle, count it in their offices and record how much there is. If the vehicle owner says, "but I had X amount" they say, "this is all we found."
Not maligning all LE officers, but it does happen.

Ha! I read an account of a guy whose was making meth in his van and he swore the officers took some winning scratch-off lottery tickets from the visor when they busted him. They said that the tickets weren't in the inventory of the van and that was the end of it. Not a big deal in the scheme of things, but nevertheless sort of crappy.
The assets being siezed should be in proportion to the crime.
