Here's what I found that is most informative regarding how the contract was obtained.

Cash crunch slowed Puerto Rico's appeal for grid help, CEO says

The main one is Whitefish Energy, a small Montana company that was acquired two years ago by COMTRAFO Brazil, a maker of electrical transformers. Whitefish entered PREPA's orbit during the interval between Irma and Maria, the two hurricanes that lashed Puerto Rico this season. Ramos said that it put out a request for repairs to its transmission lines after Irma and that Whitefish was one of only two mainland companies that responded.

Before the contract with Whitefish could be activated, Maria struck and cut off PREPA's communications with the outside world, according to Ramos. PREPA also lost contact with APPA immediately following the hurricane, he said, which was a factor in the decision not to request assistance under the APPA mutual aid program.

"If we wouldn't have lost communications the day after Maria, I would have called mutual aid, and I would have contracted Whitefish as well," said Ramos, who said the island's devastated communication system meant he had no access to email until Friday, almost two weeks after the storm. That explanation adds a confusing element to PREPA's dire situation: If communications had not failed, would PREPA have proceeded to seek mainland utilities' help notwithstanding demands for the upfront payments he described?

Whitefish got the go-ahead to head to Puerto Rico, not from Ramos but from PREPA's procurement employees, who had a satellite phone and Whitefish's phone number, Ramos said. He did not explain why that communication source was unavailable to him.
This is completely ridiculous. How could the GOVERNMENT of an ISLAND be so damn unprepared and not even have SAT phones for the government to use? They are in shambles over there from top to bottom. What would have happened if they had no ties to the US? They would all be dead almost.

Elon Musk. Bwahahahahahahahahaha. WTF is he going to do? BTW, you OBVIOUSLY didn't read what the PR governor said. He said there is no corruption to be found, it was canceled over public opinion. Let them sit in the dark. hahahaha

He stressed that no wrongdoing had been discovered, but he said that the contract had become a “distraction” and that attention had to be refocused on restoring service.


That's it. The attention was a distraction.

I don't get it... if he knows that his dealings and intentions were on the up and up - why cave in and choose to stop progress on the grid restoration when so many people want to get up and running again?

Does he understand how long this process will now take?

The work hasn't stopped. They have other companies working on restoring power. This one contract was cancelled because as more and more information came out, it was a public relations disaster. The company was subcontracting all the work, and their rates were very high. It's possible that the Puerto Rican power company can contact the subcontractors directly and negotiate more reasonable rates, so that this is barely a hiccup in terms of restoration.

I think there's a DNA sharing somewhere in your background between you and Chucky.

In all your posts you refer to Puerto Rico government in it's entirety as being corrupt but are seemingly willing to exempt the governor from that descriptor due to the fact he's the one guy willing to kiss Trump's butt.

He's the governor for crying out loud but supposedly he among all those others is the only one you imply being immune from corruption solely because he's a Trump licker.

Can't have it both ways; either the government is corrupt or it isn't. If the entire government, as you've stated multiple times is corrupt and dependent upon U.S. for handouts, then it would follow the governor is among those dudes and would probably have more reason than others to suck up to Trump.

Give it some thought beyond your usual "Heil Trump" bullcrap.
