Not quite. It depends on the context.
As a Chinese American, my ethnicity or cultural identity is Chinese. In the context of being an American in the USA. Southeast Asian countries such as Malaysia, Thailand, and the Philippines will refer to their citizens with Chinese ancestry as ethnic Chinese.
In China itself, the majority group are called Han. There are minority groups such as Uyghurs, Min, Tibetians, etc. However, overall, people in China who are citizens are Chinese, period.
