At one time, the White House wanted to have video hookups to allow local stations to participate. There would be monitors set up for them and Sanders would call on those reporters. I actually though it was a good idea for some questions to originate outside the bubble that the White House correspondents seem to be in.

On another note, does it actually make sense to have the mass media the way it is: (a) be present at a conference or show up 20 min later, set up a camera, and blab about it and (b) later dissect it.

Part (a) seems to be well covered by civilians (some people get asked via twitter to enrich the media by giving their video away) and by the participants like Trump tweeting or the C-Span covering Congress live. So, maybe just (b).

The way to punish Acosta is to change his seat to the back of the room. Then follow Robert's rules of order and do not recognize him. The clowns in the WH do not know how to run a press meeting.

Those guidelines are entirely unenforceable. If they press for compliance, they are going to be thoroughly sued for their trouble.

That damned First Amendment spoils all his fun...

Your Alice in Wonderland logic is a ploy to attack the messenger sidetracking and avoiding the issue at hand, which is the WH press briefing, not the OP.
Adding to your failure I'm not part of the WH press and unlike them I admit I'm bias as a matter of choice. I'm not claiming to be a uncensored journalist using lies and deception in their disinformation operation to hide the truth from the public. There are many examples of outright lies by leftist media trying to deceive the public. Its MSNBC & CNN's daily devotion.

That's on top of his lack of understanding of the basics of the First Amendment.
