But if there is a wall, Trump will use undocumented Mexican laborers to build it...whom of course will be promptly stiffed and/or severely underpaid.

So there you have it - the evil genius' diabolical plan to get Mexico to pay for the wall - via unpaid Mexican (slave) labor.

How can unions work on a wall when there is no wall being built. Union members are not lacking for jobs, you know.

Yes that is what I mean.

But Trump very well knows the wall won't ever work at keeping the migrants out. And Trump wants it that way because he loves to hire illegals that can be used and abused. The advantage being that illegals can be freely exploited but won't complain to anyone out of fear of getting arrested and deported.

It doesn't matter to Trump if the wall actually works or not (it won't) its just red meat for his dumb followers.
