But Trump very well knows the wall won't ever work at keeping the migrants out. And Trump wants it that way because he loves to hire illegals that can be used and abused. The advantage being that illegals can be freely exploited but won't complain to anyone out of fear of getting arrested and deported.
It doesn't matter to Trump if the wall actually works or not (it won't) its just red meat for his dumb followers.

MEXICO CITY (The Borowitz Report)—Hoping to resolve the seemingly intractable conflict over immigration, Mexico surprised the world on Thursday by agreeing to pay for Donald J. Trump’s psychiatric care.
Speaking to reporters, the Mexican President, Enrique Peña Nieto, said that he had authorized funding for the psychiatry and proclaimed, “Work on Donald Trump could begin tomorrow.”
Peña Nieto displayed several photographs showing prototypes of therapists, including a bearded Freudian analyst who he said came highly recommended.
While some Mexican taxpayers argued that a full course of psychiatric treatment could prove more costly than a border wall, Peña Nieto warned against skimping on such a necessary expense.
“When the safety and security of the world is at stake, eight hundred dollars an hour is a bargain,” he said, but added that Mexico would try to find a therapist who takes insurance.
A friend of mine was contracted by Pfizer to get there waste management parts of their 3 plants in Puerto Rico up and running. The Army Corps of engineers was running the show down there and everything had to go through them/ Apparently they are very rigid and difficult to work with. No corner cutting. Everything has to be done in order. No jumping around. They could do it. It wouldn't be that difficult for them to manage the project. Trump needs to get creative with the funding. He could declare a national emergency and pull funds from other agencies.

The issue is who’s going to PAY for it.
Trump said Mexico would pay for it. As a taxpayer, I don’t want to pay for it.
The Corps of Engineers has to have the money to build the wall in its budget.
No money-no wall.
Congress approves the Corps' budget. The Corps can't just do a project this large and expensive willy-nilly on its own. It has to be financed first.
