They built a part of it.

They also built the intercostal waterway in Florida, and could build a wall, but then the people who lobbied for it would not get to pad their pockets.

In the other hand, it does not look like Trump even wants a wall anymore. He didn't even try to crack a deal with Dems, so it seems he is only using it to rile up his loyalists.

Of course the Corps is capable. But that’s not the question, there are any number of engineering companies capable of building it.

The question is whether Trump has the power to override Congress - he’d have to exercise eminent domain and divert the Corps in the face of the budgets already approved by Congress. His powers in this regard are not as sweeping as he thinks they are.

Yes, much like they build and maintain the levees in the New Orleans area. The levees block water from going where we don't want it to go, and a wall on the south border would prevent illegal aliens from where we don't want them to go.

The Corps of Engineers has actual work to do and oversee. They don’t have time for games.

They'll have to subcontract the purchase of materials, but yes, the Army Corps of Engineers does have the skill to build a wall.
