Mueller left a road map for the prosecution of the president after leaving the WH and/or Congress. Knowing that he can't indict a sitting president, he left the case open for multiple episodes of obstruction. There are also investigations ongoing into the money trail. Mueller played it smart.

The DOJ did not clear him. The DOJ has only put on hold what they can do as long as Trump is in office.
If they cleared him it would have been in Mueller's report. It did not.

Mueller reports to the DOJ and his bosses are AG Barr and Deputy AG Rosenstien. If Mueller punted the ball on obstruction, the AG and Deputy AG can make the call. That's their job and jurisdiction.

Mueller spells it out in page 1-2 why he was guided by DOJ policy that a sitting president can't be indicted. Barr misleads that fact with his summary. The case isn't closed. The report clearly lays out a roadmap. Mueller left it to Congress and he handed out 14 other investigations.
Where the heck do you think Barr works? You know the Attorney General who cleared Trump?
