You're talking about a different incident unrelated to toilets. Since you appear to live in a different country, I will try to explain. The social media posts are being investigated and if true, those agents will likely loose their jobs. AOC has been accusing them of doings dreadful things and they very well may have responded inappropriately.

Considering that there is a sink by the toilet, this makes no sense. The only explanation I can see is them not understanding how to work the faucet. If they are not used to running water or ignorant, that's possible. No way is anyone forcing them to drink from a toilet.
The people making the complaint were aware of the faucet on top of the toilet but said it didn't work and when they complained they were told to drink out of the toilet.

What is actually crazy is how so many people eliminate the possibility of mistreatment, just for partisan reasons. It does remind of certain things.
