Depends. If the 'private party' goes out and murders 25 people at once, I would think a life sentence for abetting mass homicides.

They hold bartenders responsible for the actions of those they serve if they are over the limit and cause an accident or kill someone.

People selling to private parties should be held responsible for crimes committed with the gun.

Guns haven't changed significantly since then.

Proliferation of guns is probably actually less in some ways.

As others have mentioned, the cliche about kids having guns in the back of their pickups is perfectly true.

I took a gun safety course in my 8th grade shop class.

The teacher brought in several guns.

Nobody freaked out, nobody got shot.

Used to be you could order a gun and ammo from the Sears catalogue and have it delivered directly to your home with no background checks.

And yet mass shootings were quite rare.

So what's different now?
Because we have learned since 1980.

Car seats for infants wasn't a think in the 60's but we have to use them now. It isn't because the birth rate has gone up.

I'm not sure of the effectiveness of a universal background check and not arguing for or against just addressing your initial question.

Most of these mass shootings have occurred with LEGALLY purchased weapons.

That's not what universal background checks do. And what you're proposing is a civil rights violation.

All that universal backgrounds check do is check the purchasers criminal background - if he's not a felon, has no restraining order against him involving domestic violence - he is good to buy the gun. If he then later uses that gun to commit a crime, it's not the seller's fault. You can't prosecute the seller for this, don't be ridiculous.

Pretty much all of these mass shooters have squeaky clean records before they become mass shooters. In fact, pretty much all (if not all) went to a licensed dealer, passed a background check, and bought their gun.

What you're proposing won't solve a damn thing.
