I'd say he's a full blown idiot with a 47 year track record of doing nothing, and then was "elected" by the same ilk who voted for him.

It’s more than his inability to speak, it’s his lying and incompetence that make him an idiot.

I have a speech impediment, due to a head injury received in the Iraq War, so I can attest that lying and/or being incompetent has nothing to do with being able to speak properly.

Biden has dementia. What skills he had he’s long forgotten. And a President does need to have good communication skill. Every leader needs those.
