Vandalism is just that, spray painting and such, now setting a persons car on fire goes a little beyond that, instead of being scared he shoud grow some and stand up for himself, buy a gun, set up some cameras and stop being a victim, it's probably just some punks anyway. Running away never solves the problem, either stand up or hide.
