Deterrence: States Without the Death Penalty Have Had Consistently Lower Murder Rates | Death Penalty Information Center

This statistic is also proven in countries that do not have the death penalty. Of course we are in good company as a country, as all the countries we see an enemies, the axis of evil and other such have the death penalty, while we are the ONLY WESTERN civilization to still have the barbaric practice.

My extensive research has actually correlated a direct relationship between the crime rate and Mr. T's treatment of "fools". The result was startling to say the least:

Could the easy answer be that the executions are of criminals from 10-20-30+ years ago?

Indeed! It appears to prove that pitying fools does not have much of an effect on the homicide rate. So it's probable that Mr. T has been wrong in maintaining a consistent policy of fool pitying.

Therefore, fools need not be pitied, right?

One thing to bear in mind is, during that period where executions bottomed out, use of the death penalty was suspended by the Supreme Court from 1972-1976.

Some states abolished it in the late 50's, early 60's as well so that could explain part of the decline in that time frame. I don't believe there were any executions from the late 60's until 1977. In short, I doubt there's a connection between the lack of executions and the homicide/crime rate in general.
