Nope because they are freedom fighters. IRA is fighting for Ireland at least the rest of it. Basque Separatists were fighting for their own country between France and Spain.

I am sorry, but neither the founding fathers nor the continental army specifically targeted civilian buildings during their campaign or during the lead up to the war. In fact founding father John Adams defended British soldiers in court after the Boston massacre rather then just stringing them up as the Israelis did in the sargeants affair.

Tarring an feathering was not something done by an organized resistance group, but rather by rioters and mobs...The revolutionary government did not plan or execute tarring and feathering. Contrast that with Irgun, an organized "group" that organized, the King David Hotel bombing, The Sargeants affair, and Deir Yassin where 107 villagers, including women and children were killed only 11 armed villagers were found among the dead, but this is going off topic.

Even then only 28/92 killed were British citizens. The vast majority of those killed were staff and guests. Besides that Terrorism is still terrorism, was the Oklahoma city bombing not terrorism because of the fact that several federal law enforcement agencies were based out of the Murrah building?
