So you have experienced real winters in MA and NY. Shouldn't be a problem..
I do miss the tourist spots in Washington DC, the public library that is county wide as opposed to town wide and the vast array of choices in thrift shops. Weird thing to miss but I do. Also early spring...of course. You trade that stuff for wide open spaces and nature.

I would look into Cumberland, Gray, Scarborough or the North Deering section of Portland. Falmouth and Cape Elizabeth have well regarded schools and more like Montgomery County with higher priced houses. Middle road South Portland borders Cape and has more diversity and good schools as well.

Coastal areas get less snow and fairly mild. You get more house for your money the farther out from Portland you go and the further inland you get more snow.

It is all good and you will no longer deal with some of the headaches that come with living in DC. When I visit I'm always struck by how long it takes to get anywhere. The first year was rough but then now I can't believe I've been here for five. Time flies.
