The effeminate gay man, definitely yes. The transwoman, I'd say you're attracted to a transwoman, not a man so I would't call a man gay in that situation.
...
???
Not sure I even understand this post, but please consider this:
Adult females CANNOT be 'transwomen'.
So 'transwomen' are, by reduction, MEN!
Having been trained in biology I prefer the term 'Trans Identified Male', which aligns better with science and common sense.

We all know what is meant when we mention transmen or transwomen. For me, just like someone can be born with male and female sex organs, I have no doubt that a similar dysphoria can take place psychologically.
Moving on, the OP was about transwomen or feminine men, which is why I provided two separate answers.
I admit that some of these transgendered "women" do look like real women & sometimes look better than a real woman, so if a man THINKS it's a real woman AT FIRST, I wouldn't blame him, but once he knows it's a man, even as soon as w/i minutes after, I think his mind should NOT want to be turned on because in the (heterosexual) man's mind/psyche, he now knows it's really a man...I don't care how "fine" the trans person looks.
I think only gay men would still not care that they're really men & still get turned on/aroused, want to get w/ them, etc.
Now, I know, there are probably some men out there who "claim" they're heterosexual, but may get turned on by transgenders, but personally, I think deep down their either bi or gay & just don't want to admit that.
I'll turn the tables. I'm a female, so let's say I see a guy out there who I think is cute/handsome, but then I find out he's really a woman. I'm definitely NOT going to think in my head anything more than, "Hmm, she's really convincing as a guy." I'm sure not going to get turned on, etc. because I'm not gay/lesbian.

This kind of language would be really offensive to trans people. Trans women are not "really men"--they are living as women, because that's who they are inside. It doesn't mean that straight men have to be involved with them, but it does mean that they deserve the decency of being treated with respect.
Most people consider sexuality fluid these days. There's the old Kinsey scale--1 is fully heterosexual, 6 is fully homosexual, but people fall in the middle. If you're attracted to someone, you don't have to justify it to anyone or slap a label on it. Live your life and don't hurt people.
Jeez, why do you care who is attracted to whom, and if they're "considered gay" or not?
I'm a boomer, cisgendered male Trump supporter and I couldn't care less about other people's sex lives.
Whether you scan the "TV Guide" in the online personal ads, or if you are looking for an opposite sex partner to marry and have babies with, that's your business.
I believe he probably is gay, although I know that sexuality is on a spectrum.
I’ve noticed that many lesbians like partners who look like men. Does this make them heterosexual? No.
Therefore if a man is attracted to a man who looks like a woman, it doesn’t make him heterosexual either.
I'm bisexual and have been with a transwoman in the past.
I think that once you know someone is biologically same sex, regardless of how they present themselves, you have crossed the line into "men who have sex with men," at a minimum.
A lot of guys just see a feminine appearance and that's enough for them.
Transgenderism is something that was fetishized in porn, so I don't think it necessarily means that a man is gay if he is aroused by one. It just means that the porn industry successfully turned him into a paying customer of a niche genre.
Are you referring to a trans woman who has had all the surgery? My straight son was briefly dating a trans person. She looked beautiful but I don't think she had the surgery yet. I didn't ask him if they had been intimate. A mother doesn't want to know all the details.
